Greetings, Overall, it seems like you haven't yet been able to download a clean copy.
There are indeed two versions -- protext.exe, which is 425,968,887 bytes, and protext-inst.zip, which is 394,582,929 bytes. If your downloaded files aren't exactly those sizes, they definitely got corrupted somewhere. The exe file is available from any CTAN mirror (in systems/win32/protext); the list of hosts is at http://www.ctan.org/tex-archive/CTAN.sites. All I can think of to suggest is to try a host as close to you as possible, and/or different retrieval methods (http vs. ftp vs. rsync). I hope it works out!
