I am still relatively new to ProTeXt, so can sympathise with the
difficulty of getting MikTeX to work with anything other than a
perfectly balanced Unix system.
The error messages you report suggest that your MikTeX cannot find the
file "hello.tex" when building. Firstly, I recommend removing the ".tex"
extension, since MikTeX seems to be quite capable of finding useable
files by itself. If this does not resolve the problem, it helps to post
the source file that seems to be proving problematic.
