Follow-up Comment #9, task #5698 (project pspp):
Two changes:
1. The language requirement is now a language request, in the guidelines.
2. The guidelines also contain a request for documentation.
The new file is CONTRIBUTING_4. If it looks okay, I will add it to the
repository and make a NEWS post on savannah.
