It could be several things. First of all, you should be aware that pressing 
down and up arrow to make a selection only works when there's an insertion 
point in a track. It won't work if you've just imported audio to a track and 
have not either moved the track selection with Control p or semicolon or 
scrubbed within a track. Further, you should make sure the preference for 
insertion following scrub is checked. For that matter, you need to make sure 
insertion is not following playback or else no selection will be made. Make 
sure QuickNav is off and make sure you have track view set to waveform. If 
you're in an instrument track, make sure you're in clips view and not in notes 
view. There are any number of things you need to be aware of.
