Move to the track in the list table you want to move, I don't think you need to 
select it, then press the mouse down voice over command, so vo command shift 
space, then do vo up until its in the spot you want, should here things like 
above vocal or something similar, then press vo shift command space to let go 
and you'll have moved up a track. Works the same to go below just with the down 
Arrow.
