The only catch about 3.65 is that is supposedly not allowed in the
Portland metro area.

But I don't think anyone has really checked on it. The FCC, for
example, is notorious for having out of date and erroneous
information. What somebody needs to do is actually drive out to those
earthstations and talk to someone. Maybe they've dumped that frequency
long ago.
