Well. Did you see my blog posts on this subject by chance?

There are exclusion zones yes. I am in the process of negoiating access. 
Also you can get access inside the zones as long as you don't interfere 
with the ground station operation.

Heh. Well I have been working with the people at the FCC responsible for 
3650. They are quite helpful actually.
