Zeroth, I don't know the answer to your problem.  Suggestions and
speculation follow.

First, I'd suggest just fixing Verizon to not be so dumb.  In the land
of Comcast, there are occasional reports of similar nonsense, but
which go away when you power cycle the cable modem.  Maybe Verizon is
amenable to a similar procedure.  Barring that, you could call Verizon
and ask them to fix the problem at their end.

Does the macaddr really not change?  Have you confirmed that by:

  a) dmesg (as suggested by the docs, but not confirmed by me)
  b) ip link show eth0 ; or
     ip addr show dev eth0
  c) connecting something other than your fiber cpe thingie, like
     a laptop, and check what arp reports (you need to have a
     compatible network configuration at each end, ping, then run:
     arp -n)

You can ignore references to NVRAM, as they don't apply to an Alix
board.  If you can get me a copy of your CF image, I can try to debug
your problem here.

None of the target locations for our upgrade project, so far as I am
aware, require mac cloning.  I am moderately skeptical that it's
needed in your case either, as network gear fails and needs replacing
and so the operator needs to accomodate macaddr changes somehow.
