I'm inclined towards believing this is the solution as well. Comcast,
as near as I can tell, provisions the connection for your router's MAC
address when the cable modem makes the connection. I'm guessing that
Verizon works similarly, and that you need to break the connection for
it to reprovision itself for a new router.
