For my own part, I'm entirely persuaded by Albert that
|Success depends entirely on the referendum actually being rejected.
Then
|and ONLY then do we have a situation where people may be forced to
think
|about real constitutional change.
The stylish informal option remains available to committed *neither*
voters.
