XHR does not specify what URL to use for Referer. HTML5 specifies
this in the Resource Fetch algorithm, but XHR does not use that.
This should be specified, and in particular if the XHR is being made
with a unique identifier origin it should not send a referer at all.
I am satisfied to close this issue based on that change.
