[PubSub] Broadcast of PEP messages with negative priority resources

Hello,

I'd like to know if PEP messages should be broadcasted to resources (of 
the publisher and subscribers) with negative priority.

In XEP-0060 and XEP-0163 there's no explicit consideration of priority, 
the only criterion to consider seeming to be the presence of '+notify' 
in caps.

So if a user has negative priority resources and publishes '+notify' in 
his caps, can it be interpreted that he must not receive messages except 
the PEP ones from the nodes advertised with 'node+notify' ? Or does the 
general rule regarding negative priority prevail on the '+notify' one ?
