Yes.
In XEP-0060 and XEP-0163 there's no explicit consideration of
priority, the only criterion to consider seeming to be the presence
of '+notify' in caps.
Rght, so if a client doesn't which either bare-jid messages, or PEP
events, it can control the former with negative priority and the
latter with the advertised features.
So if a user has negative priority resources and publishes
'+notify' in his caps, can it be interpreted that he must not
receive messages except the PEP ones from the nodes advertised with
'node+notify' ? Or does the general rule regarding negative
priority prevail on the '+notify' one ?
It's not about receiving messages, it's about receiving messages sent
to the bare jid. You could interpret that as meaning "messages for
the owner of the account", to an extent - clients shouldn't start
chat sessions with a negative priority unless they know what they're
doing.
A PEP-style +notify is an explicit request to receive those PEP
events (or rather, the PEP events from those nodes) in practise, and
so should be honoured irrespective of the priority.
