I suspect a background process that I launched a week ago in order to fix a
different problem (namely, that subscribers with hub.verify=sync don't
receive notifications). Although with internal throttling that I've put in
place (150 QPS) it couldn't have generated so much backlog... I turned the
background process off for now; will take a closer look on Monday.
