The make failure is probably because you haven't run the configure script, and
as a translator you shouldn't need to run the configure script (getting the
script pass successfully requires installing all kinds of dependency packages
first).
I think you can use "intltool-update fr" instead of "make pulseaudio.pot".
intltool-update should also run msgmerge for you.
