I don't have details in depth, but I could some idea from Aman's Mozilla bug report (see his Comment #2). Also, this perhaps gives the underlying reasoning: http://www.unicode.org/cldr/bugs/locale-bugs?findid=1300 However, I agree that for causal users the need for change is not really clear. So, Aman Veer, can you perhaps write in simple language what the reason is? I hope that would help other users reading this thread in understanding the problem without having to read up on locales and CLDR. But what you should keep in mind while trying to understand this is that Panjabi (Punjabi? which is correct?) is used in India, Pakistan and many other countries by Punjabi speakers. It is also written in either Arabic or Gurmukhi, in all the regions. I think the main reason is to have a hierarchy based on some new changes in Unicode standard which takes in to account the size of population which uses Punjabi as a first and second language (http://www.unicode.org/cldr/bugs/locale-bugs?findid=1300).
