Nope, these did not help at all. These are just repetitions of
instructions that lead one to install a layout from an *installer*.

However, the following link actually describes what is to be done
manually (see the section Installing phonetic Russian keyboard layout in
Windows 2000/XP):

The installation requires copying a dll file to the system folder and
then mucking around with the registry. Ugly (but I guess it is just as
cumbersome in Linux as well), but clearer than the magic that an exe or
msi does.
