Yeah, reference histories are nice, but I /think/ you can already do that by just running puppetdoc against the puppet version you've installed and it gives you all the reference you need. Well, I no longer remember explicit problems with the doc itself, but right now it's not very accessible if you have version x and the page tells you lots of stuff which is only available since version x+y.
