And what should puppet do then? I assume you would like it to ignore the
resource. This would imho become way too maagic.
Why not do directly put the resource in the case statement? Otherwise you could
do:

file {'step_tickers': }
case $operatingsystem {
CentOS:{
File['step_tickers']{
path => '/etc/ntp/step-tickers',
content => '0.centos.pool.ntp.org'
}
}
Debian:{
File['step_tickers']{
ensure => absent,

I would like to declare undefined resources to do something like this:

file { $step_tickers:
ensure => present,

}
