Issue #11563 has been updated by Josh Cooper.

To get out of this state, you can run the following command with puppet, which 
will take ownership of the file and reset its DACL:

    takeown /f c:\dir\launch.bat && icacls c:\dir\launch.bat /reset

Then you can explicitly specify the mode, e.g. 0770

I've tested Puppet client in Windows 2008 recently, on EC2 instance.

One problem I found is that, after I a first time successfully run, I 
encountered "CreateProcess() failed" error:
