Issue #14682 has been updated by Max Martin.

Dedicated hardware is going to be necessary to ensure the results of the test 
are comparable between test runs. Multiple VMs running on a single piece of 
dedicated hardware would be fine (this was the setup we had on the mac mini), 
but the ideal environment would be dedicated hardware for each "role" in the 
current vagrant environment. These machines would not all need to be high-power 
(especially the agent), since they would not be running all of the roles in a 
virtualized environment.

"Scale", our dedicated performance testing node is built on an OSX; OSX is a 
fun desktop OS, but is not suitable for remote management and monitoring.  This 
environments needs to be puppetized for easy deployment.  OPS will supply a 
proper debian based box to use as a host.  QA will integrate the new box into 
Jenkins when it is ready.
