The ability to report version numbers is a feature that is specific to 
different packaging providers. A list of supported features for different 
providers can be found in the [type reference 
documentation](http://docs.puppetlabs.com/references/latest/type.html#features-4).
 Currently, the Windows package provider does not support returning version 
numbers for installed packages.

I'm reclassifying this ticket as a feature---a pull request containing code 
that implements this feature would be much appreciated.

package provider on windows does not report package version:

C:\marionette-collective\bin>puppet resource package Puppet
package { 'Puppet':
  ensure => 'installed',
}

On linux the version is reported:
# puppet resource package puppet
package { 'puppet':
  ensure => '3.2.1-1.el6',
}

This above example is on puppet for windows version 3.2.1
