Hey Josh - I'm not necessarily looking for versionable packages (although I 
believe MSI's have this infomation..? .EXE's of course don't), I'm mostly 
interested in reporting on current version installed. I found 
http://community.spiceworks.com/how_to/show/2238-how-add-remove-programs-works 
which has some useful info. I'll leave it to your judgement as to weather this 
is feasible or not.

package provider on windows does not report package version:

<pre>
C:\marionette-collective\bin>puppet resource package Puppet
package { 'Puppet':
  ensure => 'installed',
}
</pre>

On linux the version is reported:
<pre>
# puppet resource package puppet
package { 'puppet':
  ensure => '3.2.1-1.el6',
}
</pre>

This above example is on puppet for windows version 3.2.1
