Definitely not 'ssl'. It doesn't do any SSL/TLS processing at all.
It works as a certificate authority, nothing more, nothing less.
'puppet ca' is perfectly fine in my opinion. 'puppet cert' might
be acceptable as well, but 'ca' is better.
