We have an irc channel that's more targeted towards development, #puppet-dev, in the same way that the puppet-dev mailing list is preferred for these topics over puppet-users.
Generally, we try to provide feedback on pull requests within a few business days. On Erik's specific pull request (928), I believe Eric Sorenson (ahpook) requested the ticket number the patch is associated with so that we have better context.
