It does.

That's why. People also like to start their "signature" on a new line, so
the '-' ends up in the first column.

Old PWS Swiki and (I believe) WikiWikiWeb require 4 or more '-' starting
in the first column to make a <hr>, which sidesteps the problem (in most
cases).
