It may be using esd, a sound demon, and esd might be hogging /dev/dsp. 
Try running Netscape under esdcat and seeing if that helps:

        esdcat netscape

(Or perhaps better, see if you can figure out how to turn off esd, and
get things back to the old style.  Best of all, use NAS.  It's a nice
system, but hardly any software seems to use it!)
