SDL usually only does hardware acceleration when in fullscreen modes.
Also, I think recent version of SDL have switched to not using DirectX
by default on Windows, so you may have to add
os.environ["SDL_VIDEO_DRIVER"] = "directx" before you initialize
anything for Pygame.
