To those who might have a definite opinion on this -- should the fact that
the installer didn't place the DLL in that folder be filed in the issue
tracker as an installer bug? (It sounds like that to me, but since I know
nothing about Windows I can't be sure.)

(And if so, should it be filed with the pyglet project or the avbin
project?)
