LOCALE was not set, at least at that point where the first access happened. Looks like it hasn't made it into 2.4.2. I'm using the version which is prebundeled with panda3d so I would have to upgrade panda3d, which would be a larger time investment. Maybe it's fixed in 2.4.4 or 2.5 ...
