LOCALE was not set, at least at that point where the first access happened.

I'm now setting the LOCALE in app_globals.py and now it works fine.

Looks like it hasn't made it into 2.4.2. I'm using the version which is
prebundeled with panda3d so I would have to upgrade panda3d, which would
be a larger time investment. Maybe it's fixed in 2.4.4 or 2.5 ...
