I once had long delays using apache because HostnameLookups was enabled and
dns was not set up correctly - but you can quite easily rule out apache as
the cause. Try disabling apache, and reconfiguring pylons to run on port 80
using the paste server. If the performance problems remain then you can be
sure it's not Apache causing it.
