While his side had latency, I was also seeing packet loss and latency
from two separate points. While the ping times were decent, I was
getting 6% packet loss from the first traceroute, and 8% from the
second one. The loss on mtr when I looked was on the next to the last
hop on his network, suggesting an internal problem.
