apbs is available in Ubuntu (via Debian) since at least hardy. We tried to get pdb2pqr into Debian (and thus, Ubuntu), but it was rejected due to unclear licensing/copyright status and other issues. We will hopefully try again, but it will obviously be too late for lucid.
