Ich schätze das Programm braucht Admin Rechte für die Ausführung.
StackOverflow und andere Quellen:
Die Fehlermeldung "OSError: [WinError 740] The requested operation requires
elevation" bedeutet, dass das Programm versucht, eine Operation
durchzuführen, für die Administratorrechte erforderlich sind. Mit anderen
Worten, dein Programm benötigt erhöhte Berechtigungen
(Administratorrechte), um diese Aufgabe ausführen zu können.
