In fact, solving (1) should help move along the discussions about separating
the stdlib into a separate repo, for the benefit of alternative
implementations.  Agreed that there are many other issues to resolve in that
latter discussion.

But I think Eli is right that we should be thinking about how to develop code
in separate repos and still ship a combined release.
