Why is that an issue? In the first instance, do the sorts of "beginner" we're discussing here have multiple python installs? Would they need per-interpreter configuration of UTF-8 mode? Honestly, I find it far harder to configure environment variables on Unix (I have to do it per *shell*, for a start). I'm not sure what you mean here. Why is this different from (say) PYTHONPATH? How would conda and portable python users configure PYTHONPATH? Why is UTF-8 mode any different?
