TASK DESCRIPTION
in user_config. py I should have
`cosmetic_changes_enable['family'] = ('lang')`
Now, when I want to disable cosmetic changes when running other scripts
(replace.py), I must edit user_config.py
It would be useful to have some inline parameter, like
`-cosmetic_changes:false`
(eg editing templates or some maintenance pages)
Or have possibility to disable them for certain namespaces.
