It seems to me every second/third request gets no answer, the other
requests are fast. Maybe one of the fcgi processes has a problem.
If you kill all the processes with 'sudo apache2ctl -k restart', do you
get the same behaviour with the newly started processes?

check for yourself I restarted apache

yep, I meant QGIS desktop with postgis layer, just to make clear
there is no problem
with the styling.

if I enter the WMS request directly both layers load reasonably
fast!?
Then it is probably not a QGIS issue at all...?
I have no idea where the problem comes from because on my PC
(running OpenSUSE
11.4) both layers are fast in QGIS WebClient

In any case, sharing the project would help - to look for any
anomalies.
what would you need? project and a dbdump? If you are willing to
look into this I would send it to you with a PM.
