During the last PSC meeting

Andreas brought up the topic how to improve coordination between
developers, avoiding two devs doing the same thing at the same time.
After a short discussion, the PSC decided not to maintain a list with
ongoing projects. Instead, developers should write a QEP for larger
changes. For smaller changes, do as in the 'good old days': write a
short mail to the developer mailing list to announce your plans.
