A file was downloaded to my P.C: "QGIS-OSGeo4W-3.28.10-1"
I clicked on it, and the software was installed.

FYI, I've installed the same version of QGIS using the same stand-alone
.msi installer "QGIS-OSGeo4W-3.28.10-1" on a Windows 10 64 bit system
and I don't see any issue.
