That's the point.

In OSGeo4W (and in turn the msis) 3.40.10 can only be an qgis-ltr (or
qgis-ltr-dev), while 4.0 can only be qgis (or qgis-rel-dev).

So the link shortcut should be different (qgis-bin.exe vs. qgis-ltr-bin.exe).

So it can't even be a OSGeo4W update - how ever that could be initiated
silently automatically, because that wouldn't uninstall qgis-ltr and install
qgis.  An update would just update qgis-ltr to 3.44.

I suppose there is something else going on outside of the installer that
determines that 4.0 is the latest release, fetches the latest MSI and removes
the installed one upfront - without any action on our part.

Maybe "it" just detects that there are more downloads in the
QGIS-OSGeo4W-\d+-\d+.msi scheme with QGIS-OSGeo4W-4.0.2-1.msi being the latest.
