I really, really think that is not a very good idea. I have been involved in a few searches for "complete" solutions before. It has never worked out. To find a complete solution, you are also paying attention to issues that are less important, coming from very small parts of your user base, and which are going to take a whole lot of attention. CPAN is a horrible mess. So are maven2 repositories, to some extent. They still fit 98% of the needs for a "library repository", and someone else maintains the underlying codebase that is needed to get the repository up and running. Those are extremely good arguments, and the missing functionality would have to be very compelling to move another repository technology in as a better option. You may have different information than I do. I would gladly learn of something simpler and better.
