Norman,
most ADSL type of routers cannot route between "local" ports. They 
consist of a "2-Port router" that has the ADSL end on one port and the 
other port connected internally to what would best be described as an 
Ethernet switch. They will only route between WAN and local LAN, but not 
between LAN ports on the switch end. The observation that all your local 
PCs see  the DHCP responses directly from the  cable end (i.e. get "WAN" 
addresses) strongly suggests that there is no "routing" between your LAN 
ports, just bridged forwarding.  I see no easy way to solve this except 
your "router" has te possibility to assign a local Ethernet port as WAN 
port (I can hardly imagine a box that could do this, however)
