Have a look at his Style Checker demo on disk 62 of the SJPD or The Library collections, where there seems to be instructions on making an at-omic bomb in a file called bomb_txt. Reference is made to about 50 pounds of plut-onium, connections to terrorist cells and so on. In his defence, it does mention how to go about getting hold of that amount of the material and warns you that people are bound to notice that much of it going missing.
