There are sprite drawing programs in the TurboPTR suite.

These allow production of simple sprites for mode 4 and 8 as well as sprites for GD2 colours. This includes the production of sprites with degrees of transparency. You can also produce dynamic sprites which alter with time.

By using the program Pmove, also on the SQLUG site, you can grab a section of the screen and turn that into a sprite.
