I don't know if this will help you at all with this keyboard layout problem. Tony Tebby's Language Dependent Modules article has notes on setting up new keyboard layouts and so on, you can get this article from:

It might be possible to use Wolfgang Lenerz's Clavier program to create a new keyboard table for your keyboard:
