It might be possible to use Wolfgang Lenerz's Clavier program to create a new keyboard table for your keyboard:
That is what I did years ago for Windows XP. I chose 33 (France) in QPC's configuration menu and used 'Clavier' to adapt the kbd-layout. The problems popped up when I installed QPC (v3.34) on my new laptop (Vista).
