It was always possible to implement different file systems, SMSQ/E itself comes with FAT12 support built-in for example. A layered approach would just ensure that the file system could easily be shared between hardware drivers. But with the state things are in, everybody has to more or less invent the wheel anew or share the code on a source level only.
