Depends on the 98 build.
Usually you don't have to go to such lengths. If you boot up from the CD 
and choose install, it overwrites the installation.
As for deleting win.com it doesn't do the trick (Quit working after Win95-A).
The correct thing to do if the above doesn't work is to boot from the 
startup disk and DELTREE c:\windows after doing an:

ATTRIB -r -h -s +a c:\windows /s
