Not really...

First of all, ProWesS is depended upon the PE for many things, second it's 
insanely slow (esp. on regular QL systems) where regular PE is blazingly 
fast (IMHO the difference of assembly over C - even compiled with gcc-qdos 
ProWesS apps are very slow compared to regular PE apps which literally fly!).

Many features of ProWesS could (and should) be implemented in a new Gui 
(eg. the Vector fonts, virtual screens) and the common look and feel that 
ProWesS provides is a must...

However again a SMSQ/E bundled new Gui could have other significant 
advantages like:

1. Being really a part of the OS ever present and without memory loss
2. Extremely fast.
3. Being able to provide a TRUE desktop where now we have a patchwork of a 
quasi GUI routines and pseudo graphics.
etc...
